In JoSAA Counseling process there are two quotas as per states.

1. Home State Quota
2. Other State Quota

You can select any college from the list. Suppose you belong to Maharastra but you want to get admission in West Bengal, you can select colleges in West Bengal too. The cutoffs vary each year. So check the cutoffs first before applying.

To qualify for jee advanced, number of attempts not matter much, what matter is only good score and percentile. So despite third attempt one has scored well i.e., in your case 99.9%ile, so yes he is eligibke to attend jee advanced, because he scored good amount of marks.

On 11 Sep 2020, NTA has released New and corrected answer key (after challenge of questions) .So you have to wait for the result.

The JEE Mains results were told to be declared today but they are late by there is no official statement given but we hope that results may be out by 9 pm.National Testing Agency (NTA) is all set to declare the JEE Main result 2020 soon at jeemain.nta.nic.in (http://jeemain.nta.nic.in) .
