Dear aspirant hope you are doing well. You have to apply for gap certificate in your home state.To apply for a gap certificate the candidate has to go to the district court or contact any lawyer/advocate . A legal affidavit will be issued by the court which will be considered as proof for the reason for which the student has taken a gap in his/er education years.

As per your query, your domicile certificate is completely valid for NEET Counselling 2021.
Here is NEET Domicile rules for JHARKHAND State, have a look:
Only local/permanent residents of Jharkhand would be eligible for the 85% state-reserved seats. Certificates for permanent residency will have to be furnished from the competent authorities.
Domicile holders of Jharkhand, who have passed Class XII from Jharkhand Board would also be eligible.

Hope your preparation is going well. There will not be any problem in your case I feel. It's just that your home state is decided only by the place from where you are appearing your 12th boards. You can put up those certificates from West Bengal in your registration.

Yes ,According to previous year cutoff You are eligible for this colleges . The cut off each year is dependent on various aspects. The difficulty level of the exam, the number of students appearing ,etc. So, maybe you get into in not first round but later ones. The revenue department of the Government of Bihar issues the domicile certificate in Bihar. Domicile certificate is used to certify that the person who holds this certificate is a resident of the particular district or state which issues the certificate.
Here were the documents required for applying for domicile certificate;
=> You must be a resident of Bihar for the past three years.
=> You must own a house, property or land in Bihar.
=> Your name should be there in the voter list of the region in Bihar.

According to me, As long as a person is free of any handicap, ailment, or condition, he or she will be accepted into MBBS (physical or mental). Medical Certificate from any licensed MBBS doctor is allowed.
Simply go to any government hospital and submit an application for a Medical Fitness Certificate to the Superintendent or similar official. They'll look at your weight, blood type, vision, and overall job abilities.
