Hi
It's quite difficult to predict because cut off depends upon various factors like
------------) number of students that appeared in the neet exam,
------------) kind of marks obtained by them ,
------------) toughness level of the neet examination
------------) number of seats available etc
When we go through previous data then
With 442 marks,
You hold a low chance in a Government Medical College
For example,
in neet 2020, 468 marks for sc category was the cut off / lowest marks to get an mbbs seat in Govt. Medical College under jharkhand state quota and it was for Patliputra Medical college, Dhanbad
You can check the same at
https://medicine.careers360.com/articles/neet-cutoff-jharkhand
You have chances in deemed universities for mbbs which are listed below along with their neet 2020 , 2nd round cut off :-
----------) Yenepoya Manglaore:-436 marks
----------) Kalinga Institute of Medical Sciences, Bhubaneswar:- 426 marks
----------) B.L.D.E University, Bijapur:- 387 marks
----------) Institute of Medical Sciences and SUMH, Bhubaneswar:-360 marks
And a few more
Above prediction is on the basis of past year data but cutoff keeps changing every year depending upon many factors as mentioned earlier, so to have a clear picture of the colleges in which you have chances and

Since you have not mentioned your home state so considering it as West Bengal according to your profile.
See it is quite difficult to help you with the exact list of colleges as the counselling is yet to be conducted and the cut-offs keep on changing every year but yes we can provide you the list of colleges that you can get based on previous years cut-off data.
So according to the data, on such marks and category you have very low chances of getting any of the medical colleges in Jharkhand under All India quota according to previous year's cut-off but through AIQ you can go for some of the Deemed Universities.
As we go through previous year's cut-off then it shows that you have chances in following colleges :-

Sorry to inform you ... but with your given rank and with SC category, you have less chances to get BIT MESRA in any stream through JOSAA counselling .
As per 2020 cut off data, the min rank approved by this institute was 22872 in SC category for HS quota in Polymer and Plastic Engineering .
You can clarify the cut off details from this link too:

Well, the above prediction may change on the basis of variation of cut off in each year due to some unavoidable factors like seat capacity, no of students appeared for exam etc.

This is difficult to say that which state has lower cut off for government medical colleges but yes when we go through previous year trend then it suggests that cut off for Chhattisgarh goes lower than that of Jharkhand
in neet 2020, 550 marks for obc category was the lowest/cut off marks to get an mbbs seat in Government Medical College under chattisgarh state quota and it was for Government Medical College, Ambikapur
https://medicine.careers360.com/articles/neet-cutoff-chhattisgarh
Whereas in jharkhand,
in neet 2020, 600 marks for obc category was the cut off / lowest marks to get an mbbs seat in Govt. Medical College under jharkhand state quota and it was for Patliputra Medical college, Dhanbad
Also,
Note that:
cut off marks / rank for medical colleges keeps changing every year depending upon various factors like
---------) number of students that appeared in the neet examination,
---------) kind of marks obtained by students in neet ,
---------) toughness level of the neet examination,
---------) number of seats available etc.
