The place from where you have done your schooling ,is the place of your home state . In your aadhar card the address must be of jharkhand. So, you can't get benefit of the home state for Bihar because you are not eligible for that. You will get benefit

You do still need to get an ST Certificate under Delhi domicile as well from your nearest SDM. However, since that can sometimes end up taking a long time, for the time being you can go to a notary and get an affidavit made stating that you are eligible
Yes, there is OBC reservation in BIT MESRA but these seats don't come under JoSSA. BIT offer a separate counselling for these seats.
