The domicile concept in Neet is that you should have given the exam of the class 12 in the state for which  you are applying as the State Quota .

yes you can get seat through the management quota .for this you also have to go through the counselling . first you have to register for management quota counselling . the fee is about 6 lacs per  year but can vary .know more about management quota from here
