You home state quota will depend upon your domicile state. If you are currently living in West Bengal then you can avail the home state quota, or else not.
Since your OBCNCL certificate is from Jharkhand and if your domicile is Jharkhand, then you aren't eligible for state quota in WB.

Candidates who have completed 12th standard from NIOS are equally eligible to study in Abroad as candidates who have completed 12th standard from CBSE/ State Boards. Every year Wbjee exam is taken for admission to various colleges in West Bengal.In which only 5% seats are for other state students and rest of the seats are for west bengal domiciled candidates and for getting in those colleges like Jadavpur University you are required to produce domiciled certificate of west bengal and caste certificate of west bengal. Now coming to your query IIEST Shibpur takes admission through Jee mains and not through Wbjee so for getting admission to IIEST you did not require domicile certificate of west bengal but you require caste certificate.

Hi, you have rank under 50k in JEE mains in CRL than it seems that you will sure get into BIT, Sindri but while taking admission you might have to face the problem regarding branch selection. May be you were not allowed for CSE branch in the institution but as you belong to Jharkhand state only so you might get CSE branch but I'm quite sure that you will easily get other branches for sure.
