As per your question, Mostly the EWS certificate is valid for one year. Irrespective of the date which you have applied, the certificate is valid for one year. So after getting the certificate look at the year and the month it is given, basing upon that you will know the validity. Hence, wait until you get the certificate. If its not valid, then you can apply for the new one.

Cut off changes every year. It depends upon number of candidates appeared, difficulty level of exam. Normalisation method and previous year's cut off.

College preference should always be according to your marks and location. If you are preparing for next year's exam then I would advice you to aim for government colleges only. The cost for the college will be really low as compared to private colleges. There are many government colleges in Jammu and Kashmir that offers MBBS. For getting a seat in government college through government quota candidates from general category require minimum 50th percentile to qualify (since you have not mentioned your category I am considering that you belong to general category).
