85% of total seats are reserved for students who have completed their schooling from a Delhi school.
27% seats are reserved for Delhi OBC Category belonging to the list of OBC castes in Delhi. The reservation will be available only in the University Schools of Studies and other Government Institutions. Students will be admitted in this category on the submission of a certificate to this effect from the Competent Authority of the Government of NCT of Delhi. Certificate issued by Govt. of India will not be accepted under any circumstances. The reservation for OBC Category is only for candidates who are from Delhi Region. A certificate issued by a Competent Authority of Delhi to an individual on the basis of Caste Certificate of his/her parents from another state will not be accepted for claiming a seat under OBC Category. Reservation in OBC Category is not applicable for Master's Level and Post Graduate Diploma programmes.

No you don't have to fill form for NLUs separately, there is only one common form i.e. clat entrance exam registration form which you will have to fill. As you must already be aware, that CLAT is the common entrance exam to get admission into 22 different NLUs all over India. However their are 23 NLUs in total. admission into national law University delhi is based on its own entrance exam called AILET.
Reservation in these entrance exam is offered to below categories :- SC/ST, PWD, state quota for the candidate in which NLU is located, obc, kashmiri migrants, candidates belonging to north east.

In 2019, under State Quota, 450 marks secured a seat in a GMC under ALC Category. But this is 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. Vasu, Jammu and Kashmir doesn't participate in All India Counselling and so if you do not hold the domicile of this State, you cannot take admission in Medical Colleges of Jammu and Kashmir. And similarly if you belong to Jammu and Kashmir, you cannot participate in All India Counselling. previous year cutoff as a general category the chance seems less to get a seat in NITs,
IIITs & GFTIs however you can try for state counseling like Punjab, Haryana, MP, Etc.
