with rank 5175 in IIT JAM with SC category there is hardly can chance in any IIT.After qualifying IIT JAM you have to apply for CCMN, if u want to get in NIT's.

CCMN is a platform for the students to apply M. Sc/M. Sc(Tech) programmes, based on their IIT JAM score, in most NITs and CFTIs.

10th Certificate

12th Mark Sheet

Qualifying Degree

If completed the degree: Marksheet of all semester/years

If in final year: Marksheet till last year or semester

Nationality Certificate for General category:

Birth Certificate

Voter ID

First page of passport or School/College Transfer Certificate (CTC)

Nationality Certificate issued by the authorized government agency

As you can see that Transfer Certificate is only needed for Nationality and instead of this you can show any other Proof too. So, no need to worry.

According to IIT JAM 2019 the closing ranks for most of the IITs for Mathematics in OBC category is below 500 .So it is difficult to get admission in IITs with rank.But the cut offs vary every year.Closing ranks for some IITs after the third round of counselling are given below :
