According to your percentile in jee mains your general rank will be above 3.5 lakh and with this rank you will not able to qualify jee mains in general category and you will not become eligible for jee advanced, for general category you have to score above 85 percentile
For writing the Jee advanced you should qualify the jee mains. As you said that you have secured 22 marks but jee mains qualification purely depends on your rank and your category.

99 is not a Good Score but there are chances of getting into low ranked NIT's if and only if you're SC/ST Category Since OBC/GENERAL Cutoff was around 75-85 Marks
