NTA hasn't declared yet rank and cuttoff percentile for 1st phase of jee mains.Cuttoff percentile is going to predict at 85 under genral quota.You are far away from this figure.With 64.81 percentile score you won't get any government college also you won't qualify for advance 2019 exam .For assurance wait

Hello....since the official cut-off has not been published by NTA so it is tough to decide you querry. But looking at your percentile you have low chance for getting qualified for jee advance. Best thing for you is to reappear for jee main in april and perform good. Good luck

National Testing Agency (NTA) has not yet announced the exact cutoff percentile for qualifying JEE Mains and to be eligible to give JEE Advance. 

Since JEE Mains is again going to be conducted in April it cannot be estimated. 

I suggest you to wait for the officials to announce it.

And when you calculate approximately rank using the formula : (100-your percentile ) *total students / 100.

If you are a general category student the you are in a trouble since your percentile should be not enough to qualify for jee main.

Your rank would be around 1.5 lakh which is not suitable for getting admission into nits and also you need to qualify jee
