Yes, but the seat allotment depends on your JEE Advanced rank and your caste. You have a chance of getting seat in IIT or in NIT.

Your chances are too low to get admission in any of the NITs based on your category rank in jee mains 2018 because the cutoff of NITs are usually high.

NO, you can’t apply to a NIT using your JEE Advance rank. NITs strictly will accept your JEE Mains rank which is a combination of your JEE Main marks and your Board Examination percentage. Any result apart from this is not accepted by the NITs.
