Well, it varies every year because the total marks of JEE Advanced are different in each edition of the exam.

 No, this score will not be valid next year. I would suggest you to take admission in the college you are getting this year and appear in JEE exam again next year to get better score to get admission in the college of your choice.

You can appear for JEE Advanced only when you've scored more than the cutoff for OBC in JEE Mains. Rank does not play any role here.
