No it is not. Physical education is not considered in for the criteria of top 20 percentile. The percentage of other subjects P,C,M, English and CS/Em/Electronics  is taken, and then it's checked if the percentage you get lies in the top 20 percentile range.

IITs option will be available to you due to you being a holder of preparatory rank in SC category. Such a candidate is eligible for preparatory courses only. You might be getting options of IITs in JoSAA portal but I can assure you, you are not eligible for normal

Yes you are eligible for JoSAA counselling since JoSAA counselling is solely done on the basics of JEE Mains not JEE Advanced. So be assured that you can sit for JoSAA counselling. Yes there is centre avaliable in Hyderabad
