JEE Advance result shows qualified but also shows cutoff not cleared in all categories. What does it mean? Is applying on JoSSA is useless?

Brother, let me introduce with some pintch of reality.

Forget about qalifying, isuppose if GEN candidate is getting a 15k rank still, he have no chance to get a seat at IIT.

So, definitely if an aspirant has not cleared the JEE advanced then getting a seat at is out

The minimum percentage to get admission in NIT or IIT is 75 percentage in board exams without this you can surely sit for allotment but you will not pass through the document verification stage hence I advise you not to repeat 12th but to apply for private colleges

You are eligible. As far as I know, you have to be in top 20 percentile of the year you gave your boards. So, most probably you are eligible for next year as well. If this is what you meant.
