Forget about qalifying, isuppose if GEN candidate is getting a 15k rank still, he have no chance to get a seat at IIT.

So, definitely if an aspirant has not cleared the JEE advanced then getting a seat at is out

You are eligible. As far as I know, you have to be in top 20 percentile of the year you gave your boards. So, most probably you are eligible for next year as well. If this is what you meant.

Last year there were 11279 seats in total. So, it is expected that it will be a few hundreds more than before.

There are about 500 seats reserved for the EWS category in JEE ADVANCED 2019. There is no official words from upsc so there is no definite
