If you have entered , only general category , you are too late. Now you cannot make any changes , and also

For general category cutoff percentile of Jee mains examination is 89.75 .

As you have scored 82.14 percentile in JEE examination , you are not eligible to write JEE advanced examination as your percentile is less than cuttoff percentile.

JEE Main 2019 Qualifying cutoff is 74.3166557 as OBC Category. You should meet the cutoff to be eligible for JEE Advance. Based on this percentile the chances are less to get a seat in NITs, IIITs, GFTIs. You can also use JEE Main college Predictor tool given below

According to your rank and based on the previous year cutoff, chances would be less of getting a seat in NITs, IIITs. You can have chances of getting seat through state counsellings.

Yes it is compulsory  to write JEE ADVANCED and you should get a good rank in yours advanced too... As IIT CHENNAI is one of top most IIT's you should definetly  secure a good rank.
