In the information brochure released by NTA for JEE-Main 2022, there is nothing mentioned about the language of category reservation certificate so if it is in Hindi language then also you can upload but it is preferred to upload it in English language, the reason behind this is,

For JEE-Main 2022 application you have to generate new application number, JEE-Main 2021 application number is not valid anymore for JEE-Main 2022. So proceed with new JEE-Main application.
