See as per your OBC rank you have no chances to get any of the IITs because closing OBC rank for IITs varies around 5-5.5k . But based on your OBC rank in JEE-Main you can go for some of the NITs as well as IIITs in JOSAA
No you cannot apply for JEE-Advance 2022 because you already appeared for maximum number of attempts of JEE-Advance. See for JEE-Advance any candidate is allowed to appear for maximum of two consecutive years that include your passing year of class 12th as well.
