The cutoff to qualify Jee Advanced for obc category is around 68-70 marks every year. Although to get a decent branch in top IITs, you need to score above 140 marks. This will get you a category rank within 1500.

Well not sure about all the colleges in India but definitely colleges such as NITs, IITS or IIITs don't offer free admissions. It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA
