In HBTU counselling, your CRL rank will be considered. If you belongs to any reservation category, you will get a seat at low rank as compared to general category. Let me show you an example:

as for obc ncl certificate if your certificate is made after 1april 2021 then there is no any need of declaration form

but if your obc ncl certificate made before that then in that case you need to submit a declaration form which you download from jee advance website and

Hope you are doing great there . In the JEE registration form , Detailed mark sheet of class 10th and 12th is demanded . Therefore you have to submit , your class 10th mark sheet and not you class 10th passing certificate.
