Yes definitely you can apply for JOSAA counselling if you have appeared for JEE-Main or JEE-Advance, so even if your percentile is 75 or even less than it than also you can appear for JOSAA counselling.

Hello Aspirant! Anyone can participate in the counselling if they gave the JEE Mains examination no matter whatever rank or percentile they got. So yes, you can participate in JOSAA counselling for Architecture through SC category. But you won't get any college through the counselling with this percentile of yours.
