You have home state quota. According to you, you got 88.78 percentile  in JEE Mains 2021 then your  rank would be around 114781 - 129030 . There is minimum chance to get admission in NIT Agartala for CSE or ECE branch.

Cut off in any exams whether its jee mains, advance or cet or any other exam it means the limit set. Above cut off means you are passed and have been selected, and getting marks below cutoff means you have not been selected or qualified in given exam.

You got 80.54 percentile in JEE mains 2021. Then according to your  percentile, your rank  may be start from 199076 - 223790 . You can apply for  NITs, IIITs and  GFTIs and also you can apply  state government colleges.
