You have missed the opportunity to apply for JEE main 2021 February ,March and April session

but yes, you can apply for JEE mains 2021 May session, the application Window for the same has not been opened yet as May session has got postponed  due to surge in covid.

Yes, ofcourse you are eligible for JEE MAINS exam because, there is nothing like you should complete your 12th or +2 from the specific college then only you are eligible to write JEE MAINS, no nothing like that.

Instead you can opt any college as you have opted Rajiv Gandhi
