You need to fill the Jee application form with improvement marks sheet if the marks sheet is not yet released by the examination board then you need to fill the form as appearing candidates for Jee mains exam. It is not necessary that you need to get 75%

There is no such provision, you cannot cancel the jee mains application after submitting it and paying the application form fees.You will also not be getting any kind of refund. You can opt to not appear in the attempt you don't want to and there is absolutely no issues
