Dear student,
Please check that whether in the central list your category is listed under obc ncl or not. If not then you cannot use the category certificate issued by the state. Many categories are not considered as obc ncl, so you need to check that first and then proceed.

It is really confusing what you are actually trying to ask. You cannot fill JEE mains application form through a mobile/smartphone.
If you are talking about mobile number then, no you cannot use one mobile number to fill two different applications.I hope i cleared your doubt and if not
