Yes, you can apply as an OBC NCL candidate and avail tge benifits of the reserved category.

There reservation percentage is as follows :-

This seems like a follow-up query. Please answer follow questions: When did you pass your Class 12th examination? If it was 2019 or 2020 then you are eligible to for registration in JEE Mains 2021.

And yes you are not allowed to give JEE Advanced for year 2021 because

When you click on "I have downloaded the Information Bulletin" and click on "Proceed to Continue", it will take you to the application form. In the personal details column, Father's income is not a mandatory field. You can skip that column and still you will be able to proceed further

Yes aspirant, you can apply for other sessions exam after you get the February exam results. As per the new instructions released by NTA, NTA is gonna release the application forms for every session of the exam before the exam. Hence you can apply again after the February
