Yes, JEE Mains is compulsory for taking admission into any NITs/IIITs. Class 12 marks are just considered for eligibility criteria for admission into these institutions, but JEE Mains score is the only examination/process by which candidates can get admission into NITs/IITs.
It is really a good thing that you have completed your syllabus. But there is no harm on repeating. You should practise as many mock tests or sample papers as you can. For revision, divide the syllabus into Class 11 and Class 12 and the topics as "Need to Learn",

Admission for outside Maharashtra candidates is on the basis of the your All India rank which is calculated using your JEE Mains and boards score.
maharashtra govt allows admission to people only with maharashtra domicile, so giving MH CET is pointless, but still you can apply for it

According to the category and rank you have mentioned in the question you cannot get any of the branch in HBTU Kanpur as per previous year's cut-offs but yes I would suggest you to sit for some other state counselling because in some of the state government colleges
