You have not mentioned for which state entrance exam you are talking about. But yes, it is necessory to register yourself separately if you want to appear n both the cousellings, either from state common engineering entrance or through the state CAP round counselling.

Since the dates are over for the both type of admission precesses so if you have dropped this year then you can do the same in next year. If you want to take admission in maharashtra engineerig colleges then for that you need to qualified to mht cet entrance

Ofcourse you can get seat in any of the NITs, IIEST, IIITs and GFTIs. Don't worry at your rank you'll definitely get seat in CSAB councelling. The CSAB 2020 registration process will be open from November 17 to 19. Also, the authorities will display the seats left

There is no such restriction on you even if you fill a withdrawal form and claim to not reappear for the exam next year as such a rule would be outright preposterous and arbitrary. As long as you fulfil the rest of the eligibility criteria for JEE mains 2021,
