Sorry you have not much rank to get into IIT Delhi. And for IIT Delhi you must have to clear the jee advanced exam with a minimum rank of around 500 in your sc category. You can get NITs for sure, try giving some NIT in your counseling form
To be honest your rank is too high being even from obc NCL category for getting into NITs , IIITs . Instead i would suggest you to give private college examinations like VIT Vellore, SRM University, Manipal University, BITS Pilani.

With the above mentioned EWS rank in JEE mains, and according to the JEE Mains previous year Cutoff for IIIT's, you have very less chances of getting admission in IIIT's, even with your Home state Quota, as the minimum required rank for admission in good IIIT's is around
