There are no hard and fast rules regarding the subject selection in the counselling. You can select any subject of your choice. But its always advisable to take some lower branches as well if you have lower ranks in order to be safe. Else you can choose all CSE options.

Sorry to say but you very less percentile but if you go for others than engineering course you have good chances of getting any best government college.only ig you apply for the counselling for BCA ,BSc , or any other courses. I hope you got my point.

Yes, if you have cancelled the seat that was allotted to you in JoSAA counselling you can participate in CSAB counselling. Candidates who haven't reported in the college allotted in JoSAA counselling or candidates who withdrew the seat allotted in JoSAA counselling are eligible to participate in CSAB Counselling.
