Yes, you can pursue Journalism from IGNOU as it is an open university. But, you can not pursue it by being registered in any other institution in the same year.

Sorry, but right now you can not apply for the respective course because as per the elibilty criteria you should qualify 10+2 with minumum scored marks of 50% or more. So, I will suggest that if you want to persue your higher studies in Media and Journalism,
