Out of the three options that you chose, VVCE is the best among the three, the college covers the updates curriculum of Computer Science Engineering, has good infrastructure, plenty opportunities to explore, experienced faculties and departmental labs are well maintained. Placements are good with median salary packages 4-5 LPA as a fresher.

Although the branch selection is based totally upto you, upon your interest of subjects. As it is but obvious that you wouldn't waste your time, money in studying something which doesn't interests you and that also for 4 years. Still according to me I guess SJCE ISE will be a better choice considering all the aspects.
SJCE placements for CS,IS,ECE are exceptional and all the companies will allow these 3 branches ,so there will not be any restriction for ISE students during placements and they are par with CSE students.also, CSE at SIT tumkur won't be a great choice over SJCE.
Talking about placements of both the colleges then the highest package offered by SJCE is 32LPA and average ranges around 5-6lpa.
Whereas, the highest package offered by SIT tumkur is 12lpa and average is around 3.5-4lpa.
