As per the IAS age limit eligibility criteria, those between 21 to 32 years as on August 1, 2023, can fill the UPSC IAS application form.

So you should be minimum of 21yrs to appear for UPSC exam. So by August 1,2023 you will be of 21 yrs old.

So yes you can appear for UPSC exam in 2023 if you meet other eligible criteria.

As per previous year's information closing rank for CSE and IT in Jadavpur University will be around 2392 and 6265 for SC category. With your rank it will be difficult for you to get JU in IT or CSE. With this rank you have chances to get Architecture, Construction Engineering, Food Technology and Biochemical engineering, Metallurgical Engineering, Power Engineering.

Eligibility Criteria for M.Sc. Biotechnology in Jadavpur University is:

• Minimum 55% marks in B.Sc. in any branch of Science with atleast 50% marks in Mathematics in H.S Level.
• For SC/ST/PD/Sports Category students : Minimum 41% marks in B.Sc. in any branch of Science with atleast 50% marks in Mathematics in H.S Level.

As per the Criteria of Jadavpur University without mathematics you are not eligible for M.Sc. biotechnology.

************* number of students that appeared in the WBJEE exam

************* difficulty level of the WBJEE examination

************* kind of marks obtained by the students in the WBJEE exam

With your mentioned rank , considering your category as general category, you hold very low chance JU i. e Jadavpur University for B.Pharm/Pharmaceutical Technology

For example,

In 2020 , in 3rd round of wbjee, 3977 pharmacy rank for general category  was the closing rank for  Jadavpur University for B.Pharm/Pharmaceutical Technology

But yes,
