Kalinga Institute of industrial technology uses the general rank for the counselling procedure and allotment of seats. However the general women rank comes into play incase there is a tie of scores between two candidates.

While nothing can be guaranteed at this stage, historically it has been seen that cut-offs for CSE in KIIT goes around 5000. Therefore, to answer your question, you definitely have a lot of chance to get CSE in KIIT with a rank of 3464.

Both the colleges are good in terms of academics, placements, and infrastructure. I suggest you to go with college in your budget. Because you will learn same thing at both place. And can choose best for yourself. There is equal opportunity in both college. Go with the one that fits you in all perspectives.
At first congratulations on your success in KIITEE and starting a new journey. The final rank list will be prepared after the conclusion of fourth phase only which is scheduled to be held on 13-14th August. The counselling for the same will be done as it was done for earlier phases. After the procedure, final rank list would be released where meritorious students will be given scholarships based upon their ranks and other candidates would be given a final chance to enroll themselves for the different BTech programs available in the institution.

According to the rules of KIIT, the advanced fee of rupees 75000 can be refunded anytime before the commencement of classes after deduction of rupees 10000 as counselling fee.
Though UGC has asked not to deduct the principal amount, processing fee can be deducted by the institutions from advanced fee. Similarly the refund of college fee is 100 percent before the starting date of classes and some percent of it is subsequently deducted after defined periods.
