well I'm not surer about the current policy but last year it was as like if you want to leave the college you will be refunded about 50% of your admission fee and rest of the 50% is still not clear.

According your score the chances are less to get CSE branch but you have the chances for the other branches like Information Technology, Mechanical Engineering, Electrical and Electronics Engineering etc. You acn also check the cutoff with the given below link.

You can get almost any branch that is available in Kalinga Institute of Industrial Technology, Bhubaneswar. Closing rank for CSE in 2015 was minimum that was 5000. So according to this, you can get any branch in KIIT for your graduation in Engineering.
