Yes you can give the phase 2 and 3 exam. It is written that phase 1 students can also apply for phase 2 and phase 3 with no additional cost.

The college which you are seeing that is Kalinga Institute Of Industrial Technology(KIIT) so it is one of the best private institution and offers various number of fields for graduation and has a great record as well. So seeing at your percentile i would say its a decent score and the suggestion i would like to give you is you should first try to get your rank from any of the rank predictor app just put your all information and the rank will be generated, after which you will get a better idea about where you stand and then you can try  the colleges you are looking for.

As per your query , I would like to tell you that  it is very difficult to predict marks for getting admission because on each year on every rank marks are different due to difficulty level ,no. of students appeared because it doesnt remain same in every year . Hope you are doing great. With a percentile around 40, its really hard to get a CSE seat in KITTEE with as cutoff percentile is around 85. And with this rank you can try applying for any other branch in which you have interest. Participate in their counselling process to know the cut-off trends of this year. The cut-off trends keeps changing every year and it depends on the number of students attempting the exam, difficulty level, number of available seats, etc. Getting CSE branch is very hard these days because of the huge demand for the same.
