The rank scored by you is a decent one but recommending college is not possible only on the basis of rank because there are many more factors required for admission but definitely you can try in colleges of your preference only the thing is getting any top colleges would not be possible in this rank because the higher cutoffs and competition but definitely you can go with some good medium level colleges as well with proper research.

SNQ or Supernumerary Quota (SNQ) are for the candidates who are economically weak. The SNQ allows students from the economically weaker sections of the society to gain admission in engineering colleges across the state for reduced tuition fees.
You are eligible for SNQ quota that doesn't mean that you are selected for SNQ quota. Allocation of SNQ quota depends on the college you will join . Only the top 5% of the student will be selected for SNQ quota. If you are selected for SNQ then on the seat allotment day it will show the result.

For your KCET Rank it is not possible to get seat in Top Engineering Colleges in Bangalore, based on previous year's Closing Ranks. Cutoffs varies from year to year and depends on many factors.
You can go for Management quota seats in Private Engineering Colleges where you cannot get fees reimbursement and need to pay donation too in some Colleges.

Yes you can give the UPSC interview in Kannada. Kannada is included in the 8th schedule of the Indian constitution. Therefore, this language is allowed for the UPSC interview. You can exercise the medium of Personality Test while filling your DAF. But it won't be of any additional advantage unless you are too weak to speak in English.
