The merit list in KCET is made with the combination of your 10+2 aggregate and your score in the entrance exam. Assuming you to be a general category student in order to get a rank below 300 you need to have an agregate more than 92% and your kcet marks
Hello.
Your KCET rank is based 50% on PCM score of puc and 50% on your score in the test. Your KCET score is quite good, however your poor board performance will affect your ranking. Your rank may be about 12k with these scores.
Hope this helps.
Students of other states can attempt KCET, however, in order to be eligible for the counseling process, the student needs to have completed at least 7 years of education in the state.
hello
the complete eligibility criteria of kcet can be found at https://engineering.careers360.com/articles/kcet-eligibility-criteria and there are many more possibilities to be eligible even if you have passed 12 froma different state. feel free to ask any doubts in the comments section.

Hii hemanth
For getting NITs or IIITs you need to get your percentile more than 97. Below it you won't be able to get good colleges.
And your rank for 83 percentile will be near 180000, which is not good. You may expect some private college for this rank.
Hope
Your PCM aggregate is very good hence you do not need very much marks to get a rank below 7000. The final rank of kcet is calculated on the basis of you PCM aggregate and your KCET score and with a percentage of 90% you need to score above 100
