Candidates who are wards of defence personnel employed in Karnataka for a minimum period of 1 year during the two year period of study of the candidates in 10+2 must have cleared the qualifying exam from a recognised educational institution

No , you can't write the kcet exam for that Candidate should study seven years inclusive of class 11 and 12 in Karnataka. Or parents must belongs to Karnataka .you can check it in your kcet eligibility .

There will be nio ranking difference between KCET and KCET SNQ.
SNQ means supernumery quota. Students whose parents income is less than 2 LPA or 5LPA or 6LPA depends on the college are eligible to this quota. there will be no special ranks for snq quota students but 5 %
