this is because, to become local for the state cet you must have maximum number of recent years of education in that particular state.

You can get best colleges in BANGALORE but you may have to wait for 2 or 3 round if you want college such as BMSIT,BMSCE,MVIT,BIT , Acharya institute of technologyand many more.
