If you have no other option or if you're far away from college you can also get the sign of any gazetted officer .

As you have mentioned you got 83 marks so your accepted rank maybe between 4501- 5000 but it may fluctuates as it is predicted rank but it will mainly depend on the level of question paper and number of students appeared for exam
