Yes you can cancel the seat.Once you dont report for the seat the seat gets automatically cancelled.However it is your extended round and you cannot get seat after this round is over.You can wait for MOP UP rounds but that doesn,t always happens.So i would recommend you that

Hello in kcet 2020 I got seat in second round but due to some reasons I surrendered that seat (by selecting choice 3) and I also got seat in second extended round but that was very far from home and I am regretting that I lost good seat(2nd round). Can I get seat of second round be returned??

Since you chose choice three in the second round of counselling you must have had to surrender the seat alloted to you and re-enter the already entered options. Since you had surrendered the seat I do not think you can go back to the seat you had got back

Yes, finally a special round councelling will be held for all the vacant seats.Date of same have not been announced yet and both fresh candidate and others can participate in that.

If you don't want the seat which is alloted in the extended round then you can cancel it. But see that once you cancel your admission, it won't be a problem to get admission in the another collrges. See that before you cancel your admission you have chance to apply
