Yes, In KCET counselling process you can definitely apply as in SNQ for one college and without SNQ in the other college without any sort of hesitation, as if the seats from SNQ get fully filled then you have no choice to go for the Non SNQ section.

No chance at all. You have not mentioned your reservation category but still i can say that with this rank you can't get a veterinary seat.

Last year the closing rank was around 9200 for College of veterinary Shimoga that too for SC Rural category.
