Just first wait for the results of the second round as may be you be getting a good college from there as well so just wait for it. Once this has been done and you are not satisfied with your allotment you can directly change your choice and setup again

it depends on the college you are studying. If it is a college with great reputation, then they will let you leave with not much fee to pay. But if it is a bad college, it depends on the management.

You should definetly report the instituition before the date otherwise your seat won't be safe if you don't report at the institution then it will be considered as you are leaving that seat.

And you will be ending up getting no seat sometimes,
