You can download the challan form of KCET  by following these steps:

1)Login to official website and open the application form mentioned there.

2)Take the printout of challan format from the official website of KCET.

3)Go to bank and pay the required fee.

4)Then collect the challan receipt

Normally there is no scope for second chances. But i suppose you could try going for the verification procedure in the next round. This would obviously decrease some chances of you getting the college you desire.
