admission in pec is through the josaa counselling in which your jee mains percentile will be considered and 12 marks should be above 75. so there is not a case of admission through 12 marks. this can be found out at their official website https://pec.ac.in/admissions/btech

Yes you're eligible for NEET. According to the NTA guidelines, a student must have completed an age of 17 years at the time of admission under NEET eligibility or should complete the age on or before 31st December of the year of his/her admission to the 1st year MBBS/BDS Course.

No according to their eligibility criteria the student needs to be a domicile of karnataKa in order to get eligible for the exam or of his/her parents spent more than 7 years in Karnataka.

You will have to clear up all your backlogs in each and every subject, then only you can apply for this examination.

So, first you will have to clear your backlogs otherwise your online application form might be rejected. Focus on your subject papers.
