According to 2019 Mock round Counselling of KCET, a rank of 25356 secured a seat in CS branch. We do not have the KCET 2019 Cut off list for Engineering. But this is 2019 and Mock Counselling cut off list. But since 2019, there must have been few Engineering Colleges that might have been increased and so you might still have a chance at a rank of 33383. You haven't mentioned your Category and so you might have a chance if you belong to Reserved Categories. Generally cutoffs changes every year as it depends upon various factors like difficulty level of the paper, number of students appearing for the paper, performance of the students in the exam, etc.

But in general considering previous year cutoffs then i don't think you can get CSE under 2A(General) or even Rural category as last year the closing cutoff was around 3600 for 2A general and 7800 for 2A Rural.
