Yes dear you can anytime withdraw from allotment.There is no issue regarding that.The institute will fill vacant seats in spot round.That is their headache and not yours.So,please choose the seat that you like most.They will withdraw you automatically from counselling if you not report there.

Soon after the declaration of the Third allotment you can expect for the spot round.So stay tuned on the CEE kerala official site for updates.Spot round is similar to the Third allotment.You must do your option registration and finally save it wait for the allotment and grab admission.
