           I'm really sorry but as per your marks, your rank should be in the range of 68001 - 72500, which is beyond the last rank of previous years. Therefore the chance is very less. Please try for other colleges.

You will get a rank between 2000-3000. You will definitely get a seat at CET with this rank.

                 No it's can't possible. As per my knowledge, government colleges has not management quota. If you willing to join private college, then it can possible. But not possible for government engineering colleges. Otherwise you can also contact the institution for further information.
