It means that you'll put some priority order to the interested colleges and course. In case, the cut off ranks of those colleges are less than the rank you obtained you cannot get admission there. This is about the first round of counseling.

If you get a choice of yours and you choose for upgradation, you may or may not get upgraded, depending upon your rank and availability of seats. So, if your choice is not upgrded in 2nd round, you'll get the option that you got in the 1st round.
